Strategic Environmental Assessment (SEA) is the analysis and evaluation of the environmental effects and implications of a proposed plan or programme, and is a statutory requirement under European Directive 2001/42/EC. Sustainability Appraisal (SA) incorporates wider sustainability objectives (i.e. economic and social) in addition to the environmental objectives traditionally covered in SEA.
