Jeremy Owen

Jeremy is a Principal of LUC with degrees in geography and nature conservation, and chartered accountancy qualification. He specialises in sustainable development issues, particularly as they relate to land use planning.

Jeremy’s areas of expertise include strategic policy formulation, sustainability appraisals of development plans, environmental impact assessments, stakeholder and community engagement, and the environment as an economic driver. Jeremy has led many stakeholder conferences, workshops, and focus groups, including ones for Oxfordshire County Council, Oxford City Council, South Oxfordshire District Council, South Pembrokeshire District Council, Hertfordshire County Council, Gloucestershire County Council, the Environment Agency, and the East of England Regional Assembly.

Jeremy has also undertaken several European partnership projects, including an assessment of the use of regional environmental information in land use planning (REGENA), a report on criteria for assessing sustainable economic development, and ‘good practice’ case studies to the IIIrd Environment Conference of EU Regional Ministers and Political Leaders on behalf of the Assembly of European Regions, and a strategic overview and critical comparison of land use and transport planning systems in Berlin, Kirklees, Copenhagen, and Madeira as part of the EU funded LIFE programme. He led a conference in Brussels on urban sustainability for the EC as part of DGXI’s thematic strategy on the urban environment.

Jeremy also prepared a research report on behalf of the UK government to the OECD Urban Affairs Group, which assessed policies and programmes against Ecological City criteria. He has led LUC’s work preparing Sustainable Development Guidance for Hertfordshire County Council, Cambridge City Council, and West Wiltshire District Council.
