
LUC contributes to new Scottish climate guidance
The Scottish Government has published on 5 June 2025 new planning guidance to support the delivery of National Planning Framework 4 (NPF4) Policy 2 on climate mitigation and adaptation — with expert input from LUC’s Joanna Wright.

Joanna Wright, Director of Environmental Planning at LUC, represented the Institute of Environmental Management and Assessment (IEMA) on the Expert Advisory Group that helped shape the guidance. The document aims to support planners and stakeholders in implementing practical, climate-positive approaches in line with NPF4.
The guidance was developed in collaboration with representatives from a range of organisations including Heads of Planning Scotland, Scottish Futures Trust, the Institution of Civil Engineers, SEPA, Architecture and Design Scotland, the Improvement Service, Verture, and RTPI Scotland. Together, they bring diverse expertise to a shared goal: embedding climate action into decision-making at all levels of planning across Scotland.
