
LUC's Steven Orr to speak at All-Energy 2025
LUC is pleased to announce that Steven Orr, Director of Planning & Historic Environment, will be speaking on 14 May at All-Energy 2025, the UK’s largest gathering for the low carbon energy and renewables sector.
Steven will deliver a session titled “Tilting at windmills? Wind energy and the historic environment in the post-NPF4 landscape”, taking place on Wednesday 14 May at 16:15 in the Offshore and Onshore Wind Show Floor Theatre.

Steven’s talk will examine how the implementation of Scotland’s National Planning Framework 4 (NPF4) is affecting the relationship between onshore wind development and the historic environment—particularly in light of recent planning refusals based on the setting of scheduled monuments.
Drawing on LUC’s experience in cultural heritage and renewable energy, he will discuss how the sector can deliver proportionate and effective heritage assessments, engage meaningfully with consultees, and agree pragmatic design solutions.
His presentation will also reflect on how developers, regulators and consultants can work together to address policy ambiguities and ensure both heritage protection and the delivery of vital renewable energy projects.
All-Energy brings together stakeholders from across the energy and sustainability sectors. The 2025 edition will feature a packed programme of presentations, panels and networking opportunities, offering insights into the challenges and innovations shaping the UK’s clean energy transition.
