Creag Dhubh 275kV Connections
Delivering essential infrastructure in sensitive landscapes
SSEN’s Argyll and Kintyre 275kV Strategy was developed to strengthen the transmission network in response to the rapid growth of renewable energy generation. Two linked projects form part of this strategy: the Creag Dhubh–Dalmally connection (LT29), which involves a 13.8 km double-circuit overhead line between Creag Dhubh substation and Glen Lochy switching station, and the Creag Dhubh–Inveraray connection (LT194), a 9 km overhead line linking Creag Dhubh substation to the Inveraray–Crossaig circuit. Both projects traverse areas of ecological and environmental sensitivity, requiring robust environmental safeguards and ongoing compliance with strict planning conditions.


Managing complex environmental challenges
Construction activities present risks to habitats of conservation concern, protected species, peatland ecosystems, local hydrology and private water supplies. Planning conditions require detailed mitigation strategies, including:
- Habitat Management Plans to safeguard sensitive habitats and deliver habitat restoration
- Species Protection Plans informed by pre-construction surveys to avoid disturbance to protected species
- Peat Management Plans to minimise disturbance and guide peatland restoration
- Water Management Plans to protect watercourses and set out effective surface water mitigation strategies
Meeting these obligations requires ongoing oversight and transparent reporting throughout the project lifecycle.
Providing independent Environmental compliance monitoring
LUC is fulfilling the role of Independent Environmental Clerk of Works (EnvCoW) for both projects and Planning Monitoring Officer (PMO) for LT29. This includes monitoring ecological and hydrological commitments set out in the Environmental Impact Assessment, Construction Environmental Management Plan, and supporting documentation. Compliance is assessed through bi-weekly themed and standing audits, focusing on peat, water, ecology, and reporting processes. Monthly reports are prepared for SSEN and the Planning Authority, and on LT29, the EnvCoW retains authority to halt works if serious environmental risk was identified. This proactive approach supports compliance and helps to reduce environmental risk during construction.
Monitoring compliance and ecological enhancement
Through regular auditing and collaboration with SSEN, contractors, and regulators, the projects are achieving compliance with planning conditions. Habitat restoration and species protection measures are being implemented successfully, and transparent reporting continues to strengthen stakeholder confidence. These outcomes support the delivery of critical infrastructure while safeguarding sensitive environments.
